Dog Health Questions: Neep Help! Dog Training tips?

I have a dog named max. he is a very big dog. when he was a puppy we put in a electric fence. we have recently moved to a place without a fence of any kind. Our new neighborhood has many cats and people bring there dogs for walks past our house. there have been many instances when max has gotten off the leash and has almost attacked
dogs and cats. recently he bit a person while not severe it has disturbed me to a point where i have to do something i really need help please send me a tip on how to train his so he is not as agressive and protective.
