They fed the dog far too much, leaving food avaiable 24/7 is bad idea. Go and talk to the vet about this, they will give you some advices. Maybe good idea if your parents go with you too to hear the vet what they has to say. This is very important to get your parents to understand why overweighted are very bad for dogs...
My labrador has became slightly overweight then it leaded to her joints issues and she has lost weight back to normal, she is a lot better. I don't think your parents would want it happen to your dog as its very expenvise, Vet are not cheap - She's not a Schnoodle, she's a Poodle x Mini Schnauzer. That's just one of the silly names bad breeders give to mutts.
Get her a holistic kibble free of corn, wheat, soy, beet pulp, generic meats, unspecified meat by-products, and vitamin K/menadione, with a good amount of meat (if if starts with fresh meat, make sure there's a meal to back it up). If the food has fish meal in it, make sure the manufacturers and suppliers don't preserve with Ethoxyquin. I must warn you; it will cost more, though. If she's a finicky eater, you can mix in some canned dog food or meat toppers in with the dry food (the label should tell you how much dry food to remove for a certain amount of canned). Don't feed just canned, though; canned food has a higher water content, doesn't exercise jaw muscles, and doesn't scrape off plaque.
Then give your parents a lesson on dog nutrition. They are carnivores (not obligate carnivores and they do some scavenging in the wild usually, but still carnivores) and also should not be consuming a lot of salt, sugar, or any of those spices in Indian food. No milk either, because it's too much lactose for a dog. Raw bones are fine, though (they're softer than cooked bones and don't splinter).
If your dog wants a treat (make sure it is a DOG treat), she must do something for it, like sit, give a paw, etc. I'd suggest attending a few obedience classes with your parents and reading about NILIF (Nothing in Life is Free) training. Dogs should not be treated like humans; they are used to pack behavior so you must establish the dogs lower pack position in the household so there aren't any problems.
EDIT: And the meat you put on subs and other cold cuts are awful for dogs. It's just processed with salt all over. - Perhaps you could get online and show them how unhealthy this type of feeding is for the dog. Feeding a dog this way can cause multiple health issues, obesity being the primary problem, however foods such as tortillas which are pure grain can also cause digest upset. Smaller dogs often do need to eat somewhat more then larger dogs do to keep up their metabolism however this is overkill.
A good food is one that is a smaller kibble for her to eat easier, and also has meat as the #1 ingredient. I buy my dog Diamond Chicken/Rice formula. Its not the best food out there, but its certainly not the worst and for the money and my budget its a better food then most.
Stay away from anything that says "corn" "soy" etc. as the #1 or #2 ingredient.
Also, make sure she gets walked daily, especially if your parents decide to keep feeding her this way, it will at least help to keep her joints moving and keep her from getting too overweight.
