However, what if a dog with a good genetic background falls into the wrong hands or situation early in life. For example, if that dog is not well socialized when it is young, will its genetics enable its rehabilitation once it is removed from that situation and provided with the proper training and handling? Can its past be overcome by its good breeding?

This is my opinion based on NOTHING but some basic experience and observing dogs.
A dog, with good genetic background, placed in a deplorable situation when it is young CAN and WILL, with proper handling, training and socialization be turned around.
I have no doubt of this. None. Yes, the 'past' can be overcome by it's good breeding.
That is WHY is it vital the responsible breeders in this world continue to breed for rock solid temperment because THIS will save a dog in the end.

- Since there have been dogs that were rescued from deplorable conditions, but came out friendly and tails wagging, I'd say yes.
- Some dogs rebound, and some can't. Even with good genetics, you can't always rehab.
Look at a human family. In one family, you will have siblings that breeze through life, and handle all stresses. You will also have the ones that can't handle a major stressor , and turn to self-medication, etc.
Sound genetics are certainly a positive, as you have something to work with. Poor genetics can doom a dog. But, some good dogs can't rebound once they have been at the mercy of a human with poor genetics..
I have two dogs, male littermates.
They are from very good breeding.(my 5th generation)
One of them is unflappable, and could rebound from any situation. The other is a fine sound dog, but if he were severely mistreated, he would be ruined. When working with them, I do treat one differently than the other. The softer dog responds to a soft "uh-uh'..the bolder dog responds to "Ehh!"
