Dog Health Questions: Help in dog training!?

I rescued a Pomeranian mix from the pound. He was a stray so they didn't have any background info on him. His estimated age is 1-2 years old and his name is Max. Max has trouble learning commands or most likely I'm not training him correctly. I'm pretty sure he knows I'm the pack leader because he always waits for me to go through the door first and always walks by my side and not in front of me. The only command he understands is 'No.' Otherwise he doesn't even look up at me when I say his name or looks confused when I try to teach him a basic command like 'sit.' I don't repeat the word over and over and I keep the training sessions short. He isn't motivated by kibble, treats, or any foods or even his toys. I'm on a really tight budget and can't afford a trainer or group classes right now.

Also, he doesn't do well wit other dogs. He won't lunge at other dogs during walks or anything. But, if one approaches him he'll start growling.
I'd really appreciate some helpful advice!

You don't say how long you have had Max. There's no telling what he went through before you got him and it make take him a long time to learn to trust you..

Keep working with him as you are and showing him lots of love and attention. He sounds like he's a smart boy, so just give him some time.

When he growls at a dog approaching him, that's dog language for "don't invade my space." As long as he's not attacking or instigating fights, I'd let that go for the time being.

    but since i get dog personal trainer,
    i don't have any problem again with that.
