That is how I learned to train dogs. I graduated a Canine Behaviorist, Master Dog trainer specializing in aggression (all aspects), Basic Obedience to Advanced Obedience trainer. It was in the 70's & then it cost $5,000.
You can work with some of the rescues places they always need help. Get experience any where you can. I have mucked out cages, I've walked some of the dogs, I have dipped many in shelters, groomed them, . Go to a dog park & intermix with owners & their dogs. - I would recommend going to a local shelter. Many shelters have programs that show volunteers how to train shelter dogs to make them more adoptable. And you can help develop contacts through the person running the program.
- The "Dog Whisperer" may have a great book on training out there. Also, watch his show for a lot of great tips.

- First you need to train your own dog(s). Find an obedience school or club and take classes.

If you are very unexperienced with dogs, you should start by finding a relative or friend who has one you can socialize with and get to know.

I have read about three books so far, and I trained my neighbour's dogs for basics with their help.
Your local library is the best place to start.
Read books about them, and try to go to a friend's house to test out their dog with what you learned (unless the dog is really well trained, which in my case, wasn't).
The book that helped me the most, was called : The Complete Guide to Dog Training by Katharina Schlegl- Kofler
I don't know much about Singapore, since I live in North-America but other answers might help you.
However, for a first step, you should do the above.
