Dog Health Questions: Why does my older female dog train to mount the younger female dog?

my older female dog is a spayed laso alpso. she has always tried to mount my grandson's leg (which was confusing to me) but now she is trying to mount my 7 month old puppy who just came into heat. why does she do that? i could understand it if the older dog were a male but this behavior doesn't seem normal for a female.
