How do i get him to know where to potty? How do i shut him up when i put him in the bathroom to sleep? He does those squeaks and moans.Do i just leave him there and let him shut up?
he kept wanting to get out when i opened the door and i just held his arms and sat there while he tried.

"NO" is a command puppies learn fast. But be sure to give him good boy training too and teach him name by saying his name, getting him to look at you(put a treat up to your eyes) and giving it to him.
Say a stern but not harsh no when he misbehaves.
a 2-3 month old puppy is too young to be alone for too long. Especially to be shut in the bathroom. Try crate training him and keeping the crate in yours or your dad's room.
Puppy pads by the door and when you catch him squatting, pick him up and run to the pads. when he goes on the pads praise him. When he gets angsty, try taking him outside and if he pees outside, praise him highly and RIGHT AWAY! - within 3 seconds of him doing it.
Be patient. 2-3 months, and he has ALOT to learn. He's so young, and he'll need you to teach him what's expected. He wants to learn, but just help him where you can.
An older dog might be ok of a mild swat on the nose or spank of the flank, but you should not yell or spank such a young pup. You don't want him to become fearful of you. Whenever you scold, be precise with your timing and on point. Remember your dog doesn't actually understand you or the rule yet. He needs to learn first.
And I have to ask - you found a dog in front of your house? Did you try calling the local shelter, or checking the paper to see if someone lost such a young pup before you claimed him?
Anyway, best of luck with your puppy training, and when he's ready, get him socialized and in a puppy class quick! 4mos!~ You shouldn't assume that no one would call the shelter! It'll take 5 minutes! Report that you found a lost dog and if there are any reports have them contact you. That could be someone's puppy who misses him dearly. If I lost my dog, thats the first place I would call. Within an hour. Seriously. I know it's cold outside but those sneaky pups can get out from a slight door opening if you're not careful bc the dog isn't trained not to run. Please just call the shelter. 5 minutes. If you decide to give up the puppy, make sure it's a no kill shelter/humane society. Or try to sell the dog on your own.

Also, you should consider giving him to someone with more knowledge and experience with dogs. These are questions you should look into, before getting a dog. When people get dogs without doing their research, they usually end up re-homing them (usually because they are so overwhelmed).
I would like to address one thing. Physical punishment is disgusting. Healthy relationships are not based on fear. They are based on respect. It only takes one smack/spank/hit/slap to create a fearful animal. Positive reinforcement works much better.
Edit: If you end up keeping this dog, please refrain from using Cesar Millan's methods. Cesar Millan has no formal training. His methods are extremely old-school. He intimidates and overpowers dogs with painful devices, such as shock collars, prong collars, and choke collars. He actually tightened a choke collar around a dog's throat, to the point where it practically fell to the ground due to suffocation. It was clear that the dog was nearly strangled, as its tongue was blue and it was choking and gasping for air (this actually aired on television). Plus, it urinated all over itself. If you must follow a dog trainer, stick to Victoria Stillwell. - First of all, never spank a dog. Second, he needs to be exercised. Dogs walk and some breeds run. It is very important to walk this dog every single day. He wants to please you so he will listen to you if you know how to communicate with him. You can't start training him until you have his attention. Walk him first and then start your training. Use small dog treats to reward him when he follows your command, this assures him that he did the right thing. When a dog barks or jumps up on you without you asking him too, just put your knee up and knee him in the chest. at the same time, make a noise such as (ah) using a stern voice or just say No! Dogs play very close attention to your energy and your face expressions. There is no need to yell or shout, this just gets him more excited and he thinks you guys are just having fun. Cesar Millan is awesome and he can give you some really great tips. - he was outside your house? Please tell me you asked around if this was anyones puppy? Put photos up and everything. If you didn't, seriously someone is missing him. If you did, well good job here are some tips:
When he jumps up, put both arms high up (showing you he won't get a pat when he is jumping up) and turn around so your back is to him. This makes him stop jumping up.
Every time he goes to the toilet in a place you want, reward him (with treats and pats). But when he goes to the toilet where you don't want him to, don't yell, just grab his collar and take him straight to the spot in the garden you want him to do his business.
He is a puppy, of course he is going to moan and squeak, he will grow out of this. The only way is to ignore him, as hard as it is (this is probably what your parents did when you kept crying)
When he goes to barge through the door, pull him back and ask him to sit (if he doesn't know how to sit, then teach him). This way, he will always sit by the door, pleasantly waiting to go out.
NEVER USE PHYSICAL PUNISHMENT! Don't yell, just be firm.
I would also strongly recommend taking him to a vet to get checked up. :)
