afterward, when they were leaving, one of them ran back, and thats when my dog almost launched at her... the dog didn't bite her though.
the girl was well within the dog's attack range, and she was a lot slower than the dog. If the dog wanted to actually attack her, it could have done it.
was that just the dog's instinct to chase things that are moving?
what should I do to get rid that behavior? (my german shepherd is pretty well socialized.. she will let everyone pat her.)
next time if some little kids want to pat the dog, should I put the dog in down position first?

You can work with your dog-it was probably protecting. You know how police dogs chase criminals? Just Make her sit, and distract her. When she is behaving treat her. Make sure you say "Shhh" in a firm voice so she knows not to do this. It is something they did on It's me or the Dog. Socialize her a lot. Give her praise, affection, and a lot of exercise. If it doesn't work, get behavioral training.
