ignore the prick that says rub the dogs nose in it and hit the dog, that will not help. the dogs wont know what the hell your punishing them for and you will make your life harder in the long run. also you will have a poor relationship with the animals.
The dogs need to get into a routine, set meal and walk times. Preferably morning and evening walks (until they do their business). Address indoor mess/accidents immediately and put the dog outside if caught doing or immediately after. be persistent but not aggressive. Praise and reward good behaviour. They will learn
If your a dog owner who doesnt walk the dog then substitute taking them for a walk with taking them to your required toilet area morning and evening.
Please dont punish the dogs for previous owners neglect (it takes humans alot longer to learn how not to **** themselves)

- Olay - you do realise that there was probably a reason why these two lost their previous home - and you are probably finding out what that reason was!!
So back to puppy training one.
Every hour (even with the adult) get them out. After every nap, every feed, and so on. You may, once you get to know their habits, be able to quickly extend the outside visits to 2 hours, and longer, but for starters you need to break the going everywhere habit.
Get two crates and crate them overnight. Dogs don't normally, provided there are no health issues (and you need to make sure this isn't the case) mess in their beds, so make their crates their beds. Cover the top and three sides, and leave the door open during the day, and shut them in over night. And if they do mess, feed them in there - even more, dogs don't normally mess where they eat. The healthy dog shouldn't need to pass a stool more than 4 times a day, when on two meals a day. Digestion usually takes 4 hours so feed them no later than 5 pm and exercise them before bedtime so they are empty (stools). Peeing might be more difficult as obviously they will pee more frequently than they have a BM. Obviously if they have upset tummies, they will not be able to not pooh overnight. So make sure they don't have a reason for needing to pooh.
Rescued dogs always come with 'baggage', things they were doing with their previous owners that may not fit with what you want. So you have to not only train, but retrain. Be consistent with what you want them to do. Forget about the specialists - all this is totally down to you and how effective you are with these two. Training classes might help you to learn how to handle them however.
Keep calm, be assertive and consistent and eventually you will get through to these two.
Add - You can, and probably should with these two, lift the water overnight, if they are not crated. Mine don't have, or need water, overnight (they are crated) - witness they don't charge at the bowl when the get up each morning by any means!! - ok- you need to back and retrain them- like they missed when they were 8 weeks old
get small crates- one for each... they should only have enough room in the crate to go in, turn around and lay down. They need to be in the kennel when you can't watch them- and when they are out- they are not out of sight. use set feeding times- if they graze all day- who know when the call of mother nature will strike.
also- see you vet- for an adopt exam- make sure there is not underlying medcial reason and that is why they were at the pound.... IE; intestional parasites, bladder infection, bladder stones, kidney issues. Only one might have a problem and the other dog is just following the "pack"
Good Luck - It probably a stress response that causing them to poop and wee in the house.
They may not have been housetrainned previously-so you are going to have to take them out every 30mintues. You could install a doggy door and teach them to use it.
There a chance they were removed from their family due to abuse and neglect which is why they are peeing and pooping in the house
DO NOT restrict there water no matter what, the law says a dog must have access to water at all times except when surgery happening the next day - It is very hard to train dogs because they already have the bad behavior in them. It's best to train them as puppies. Don't leave the dogs out at night. Get them each a seperate crate and put them in it at night. Dogs and puppies don't like having urine and poop where they sleep so they learn to hold it in. Have the dogs eat at scheduled times throughout the day. Make sure you take them outside after they eat and drink. Maybe you can even buy Wee-Wee pads. One more thing. My dad told me this trick once and I've always remembered it. Put out a ton of newspapers on the floor, make sure the floor is fully covered with the newspapers. Take one piece of newspaper away every day. Hope this helps. Try your best and good luck!

It won't be a quick fix, it will take some time and commitment on your part - you will need to take it all in and stick with it and be consistent, it's down to you. - You need to spend as much time as you can playing with the animals outside. That way they will become used to going outside. If they're used to going outside, then they will eventuely start going to the bathroom outside.

Rome wasn't built in a day and neither was house training achieved in a neglected dog!!!! - Crate training. Cut the food and water off early in the evening ,take out before bed.
- Take them out each hour or at least a 10-30 min. after they eat or drink a lot, that way they can "relieve" themselves outside and not in your house.
- take them to the mess rub there noes in it and hit her and say no bad doggy
