Keep doing what your doing. She apparently doesn't know how to train a dog since hers is NOT. She doesn't understand that it takes time and LOTS of commands. Tell her SHES being the nuisance and to mind her own business. Or you guys might have to find separate times to go out with your dogs.

- Hold up! Make sure you've got your bases covered and she can't report you for having an off lead dog. In my county in Maryland, it's illegal to have a dog off lead except in an authorized area (dog park). Be careful with someone like this. She might try to make trouble (from your report, she's got some control issues) and gain the upper hand. Be very cautious with this woman. Continue your training but be smart about it. I actually have a similar problem, I live in a condo too and my neighbor has an untrained nuisance of a terrier that bullys my schnauzer. She thinks its cute and that they are playing, and it makes me mad because I can tell my dog to heel and stay and she does, but her mongrel chases my dog and wont get off until I pick her up. She complains to me that I dont let my dog have any fun.
Ive gotten to where I just ignore her and avoid her. If I am outside and she complains about Chelsea I just say "Ok, Marie" and go back inside or just ignore her and keep on with my business. If she comes out with her terrier, I take Chelsea in. It stinks, but it seems the most diplomatic way to deal with it.
