Dog Health Questions: What is the best way to keep a dog from barking?

We have a 2 year-old Yorkie who barks like crazy when she wants to go out, eat, hears someone walking by, and wants to play. Our roommates are asking our landlord to throw us out. Are there any quick-fixes? A bark collar with a bad lemon smell or a sharp piercing high frequency tone seems a bit cruel, but if it's effective and quick, I'd consider it.
